COVID-19 Relief Measures: CBIC announces ‘Special Refund and Drawback Disposal Drive’

The Central Board of Indirect Taxes and Customs (CBIC) has launched a special drive to facilitate the disposal of all pending claims of MSMEs. The CBIC has issued instructions to its officers that the ‘Special Refund and Drawback Disposal Drive’ shall be in place from 15th May 2021 to 31st May 2021.

The special drive aims to provide immediate relief to the business entities, especially MSMEs, which makes it crucial to ensure no delays. The CBIC directed the Principal Chief Commissioners and Chief Commissioners to monitor the performance on this front closely daily and, wherever required, suitably guide the officers concerned to maximise the disposal.

The CBIC stated that it is important to coordinate this special drive with the major trade and industry associations for their assistance, including submitting required documents from their members if a claim is pending for want of a required document.

The board said that though the decision to process pending refund claims has been taken to provide immediate relief to the taxpayers, officers must do due diligence before granting the refunds and drawbacks. CBIC clarified that all the relevant legal provisions, notifications, circulars and instructions must be followed while processing these claims. 

The CBIC said that all communication should be done over the email of exporters wherever the applicant’s email ID is available. Also, officers were instructed to do due diligence before sanctioning any refund claims. CBIC urged that all officers concerned make special efforts in these difficult times to liquidate the pending refund and drawback claims by 31st May 2021.
