On 21 June 2019, the 35th GST Council meeting was held at Vigyan Bhavan, New Delhi. On this day of the council meeting, a decision was made to form a Committee of Officers (CoO) w.r.t. the Composition Scheme.
As per the Office Memorandum (OM) dated 12 July 2019, the CoO for Composition Scheme has been constituted. This ‘Committee of Officers for Composition Scheme’ will be responsible for examining the need for a Special Composition Scheme particularly for Menthol, Brick Kilns, stone crushers units, and sand mining activities.

Also, this Committee’s Co-Convenor will have an option to choose any other officer who qualifies to be fit for the Committee. The Committee will have to submit its report in less than 30 days from the date of its constitution. The submission has to be done within the timeline so that the Committee can make recommendations before the GST Council.
